Article 1 Section 9 of the US Constitution states that no "Title of Nobility shall be granted by the United States: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince or foreign State"

Article 2 Section 2 of the US Constitution states that the President "shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments"

The practice of appointing Czars is a blatant attempt to consolidate power in the executive branch while circumventing the Congress and the Constitution.  Obama has placed executive power into the hands of men who have not been confirmed by the Senate in a direct violation of the Constitution.  When will your representative stand up and challenge this practice.
